Mike Brown began his law enforcement career in 1991 as a part-time officer with the Rose Hill Police Department. Shortly thereafter, he was hired full-time by the Butler County Sheriff’s Office.
In 1995, he returned to his hometown of Coffeyville, Kansas, where he served with the Coffeyville Police Department for 15 years. During his tenure, he held several roles, including Patrol Officer, Detective, Tactical Team Leader, Tactical Team Commander, and Division Commander (Deputy Chief) overseeing both Investigations and Patrol.
In 2011, Mike was appointed Chief of Police in Sidney, Nebraska, where he served until 2013. He then returned to southeast Kansas due to family medical needs.
From 2013 to 2017, Mike worked as a sales representative for a private company specializing in public safety software (CAD/RMS/JMS). He was later promoted to Team Manager, overseeing software development, sales and support, a role he held until 2025, when he was selected as Executive Director of KSCPOST.
In 2022, Mike recertified as a Kansas law enforcement officer and served part-time as an Administrative Captain with the Coffeyville Police Department until his appointment as Executive Director.
Mike holds a Bachelor of Science degree from Wichita State University. He is a graduate of the Kansas Law Enforcement Training Center (130th Basic Training Class), the FBI National Academy (235th Session), and has completed the FBI-LEEDA Trilogy.

Laine Barnard

Laine Barnard joined the Kansas Commission on Peace Officers’ Standards and Training as Commission Counsel (KSCPOST) in August of 2024 after previously serving as Legal Counsel for KSCPOST’s Hearing Panel from 2020 until 2022. Prior to joining KSCPOST as Commission Counsel, Laine served as Legal Counsel/Special Assistant Attorney General for the Kansas Department of Corrections, defending the department in various litigation, including habeas corpus actions and civil rights violations in state and federal court, practicing in Kansas district courts, the Kansas Court of Appeals, the Kansas Supreme Court and the United States District Court, District of Kansas.
Laine served as an Assistant Attorney General in the Kansas Attorney General’s Legal Opinions and Government Counsel division from 2020 until 2022, representing numerous state commissions, agencies, and boards in legal matters ranging from personnel issues to open government compliance. As an Assistant Attorney General, Laine served as the Attorney General’s legality review of proposed administrative regulations prior to adoption by the Joint Committee on Administrative Rules and Regulations. While at the Attorney General’s office, she authored Attorney General Opinion 2022-2, which discussed federal and state law restrictions on diversion and plea agreements for commercial driver’s license holders charged with driving under the influence and traffic law violations.
From 2017 until 2020, Laine worked in the corporate sector, developing national criminal justice markets in the alcohol monitoring, toxicology, and medically assisted treatment pharmacy fields, while collaborating with criminal justice professionals throughout the country.
Laine’s legal career began with seventeen years as a Kansas prosecutor, first as an Assistant District Attorney in Wyandotte County, Kansas and then as an Assistant City Attorney in Overland Park, Kansas, serving as the city’s chief prosecutor from 2006 until 2017.
Laine attended the University of Illinois, Urbana-Champaign and graduated with a Bachelor of Arts in sociology, with an emphasis in criminology. She received her Juris Doctor from the University of Missouri-Kansas City in 1999. Laine is licensed to practice in Kansas, Missouri, the United States District Court, District of Kansas, and the United States Court of Appeals for the Tenth Circuit.

Eva Smith

Central Registry Manager Eva Smith began working for KSCPOST in July of 2017. Eva has over 10 years of experience working as an Administrative Professional. Eva has taken on the duties of the Central Registry Manager and works with law enforcement agencies to help keep rosters and training records current and accurate. Prior to her work at CPOST, she primarily worked in education, accounting, and front office operations.

Peggy Sexton

Senior Administrative Assistant Peggy Sexton began working for KSCPOST in October 2024. Prior to Peggy coming to work at CPOST, she worked for 40 years in the automotive industry as an Administrative Professional. Peggy's primary duties at CPOST include maintaining accounts payable and receivable, she also handles human resource and payroll repsponsibilies. She takes the lead on the daily general office functions.

Abigail Schwab

Administrative Assistant Abigail Schwab began working for KSCPOST in February 2025. Prior to coming to CPOST, she worked primarily in academia while getting her Master’s in communication from K-State. Abigail’s primary duties at CPOST include assisting in maintaining the Central Registry with data entry responsibilities, writing case summaries for the Integrity Bulletin, and providing support to the Central Registry Manager and Senior Administrative Assistant with daily general office functions.

Michael Oliver

Investigator Michael Oliver began his law enforcement career in 1977 and worked with the Reno County Sheriff’s Office, the Hesston Police Department and retired from the Sedgwick County Sheriff’s Office. While with Sedgwick County, Mike moved up through the ranks and served as a Deputy, Detective, Sergeant, Lieutenant, Captain and the Major in charge of law enforcement operations.
Mike holds an Associate’s Degree in Police Science from Hutchinson Community College, a Bachelor’s Degree in Criminal Justice from Friends University and is a graduate of the Southern Police Institute, Class #108. Mike also graduated from the Central States Law Enforcement Executive Development program, the Mini MPA program through Wichita State University and Leadership Wichita.

George Brown

Investigator George Brown began his law enforcement career in 1981 and worked for Mulvane Police Department, McPherson Police Department, Allen County Sheriff's Office and retired from the Ford County Sheriff's Office in 2015. George worked as a Patrolman, Deputy Sheriff, Investigator and Undersheriff. While at the Ford County Sheriff's Office, George developed the Crimes Against Children's Unit and became a specialist in investigating crimes against children and internet crimes. In 2011, he was awarded Medal of Merit for bringing the Ford County Sheriff's Office to the leading edge of detection, apprehension and prosecution of child sex offenders.

Kevin Sexton

Investigator Kevin Sexton began his law enforcement career in 1997. Prior to his career moving into law enforcement, Kevin had a successful career in Human Resource Management for over twelve years. Kevin went to work for the Sedgwick County Sheriff’s Department assigned to the Detention Division. From 1997 to 1999 he performed multiple functions as a deputy within the facility. Kevin was part of a team that went out into the college community recruiting young men and women interested in a law enforcement career with the Sedgwick County Sheriff’s Department. He was a member of the department’s Critical Incident Stress Management Team. In 1999, Kevin went to work for the Haysville Police Department as a patrolman. His career with the Haysville Police Department included assignments as a School Resource Officer, Master Police Officer, Detective, Detective Sergeant, and Investigations Lieutenant Commander. As a Lieutenant, Kevin also managed and supervised the Municipal Court Clerk, the department’s records section, the department’s Drug Enforcement Agency Task Force Officer, and the School Resource Officer program.
Kevin was the department’s Officer of the Year in 2000. He completed numerous law enforcement enrichment and management courses over his career including the F.B.I. Central States Law Enforcement Executive Development program in 2018. Kevin proudly worked his entire certified career with the Haysville Police Department, retiring April 1, 2023, after over twenty-four years of service to his community.

Mike McGee

Investigator Michael McGee began his law enforcement career in 1994 with the Newton Police Department, where he served as a Patrol Officer and later as a Detective assigned to general investigations and then narcotics.
In 1998, he joined the Sedgwick County Sheriff’s Office, advancing through the ranks as a Deputy, Detective, Sergeant, and ultimately Lieutenant. Throughout his tenure, he held a wide range of assignments, including Patrol Deputy, Motor Unit, Narcotics Detective, Rangemaster, and Sergeant over Patrol, Property, Persons, and Narcotics units. As a Lieutenant, he served in both the Patrol Division and the Professional Standards Unit, where he retired from in 2020.
In 2021, Investigator McGee was hired by the State of Kansas as a Special Investigator with the Department of Labor, where he focused on COVID‑related fraud investigations and human trafficking cases. He concluded his service with the Department of Labor in 2024.
Investigator McGee is a graduate of the Kansas Law Enforcement Training Center’s 133rd Basic Training Academy (March 1995) and the Wichita/Sedgwick County Law Enforcement Training Center Academy (June 1998).
