Agency Verification letters…It’s that time of year again!
Agency heads should be receiving annual verification letters in the next week or so. These letters serve two very important purposes:
- Allow you to verify the contact information for your agency and notify KSCPOST of any changes that need to be made, and;
- Is an opportunity to verify your agency’s roster of officers maintained by KSCPOST is accurate.
KSCPOST maintains a roster of active officers for each agency in the State based on the submission of CR301-Demographic and Employment Information forms when agencies hire a new officer and CR304(b)-Termination or Separation forms when an officer leaves an agency. Agencies are required to submit these forms within 30 days of hiring an officer or an officer leaving the agency (more on this later…)
Please keep an eye out for your agency verification packet and take a few minutes to review it and provide any necessary updates.
KSCPOST completed the process of updating one Kansas Administrative Regulation (KAR) and creating a new KAR, both of which were published on the Kansas Register website on

KAR 106-2-3 was modified to add two additional items to the definition of unprofessional conduct:
- Subsection (m) defines an officer failing to (self) report to the commission as required by KAR 106-2-2b an arrest, citation or being charged with a criminal offense that would be grounds for discipline pursuant to K.S.A. 74-5616(b)(5) as unprofessional conduct.
- K.S.A. 74-5611a requires the forms I mentioned above (CR301 and CR304(b)) be submitted to KSCPOST within 30 days of an officer being hired or separated from an agency. Subsection (n) defines failure to submit the forms within the statutorily required timeframe as unprofessional conduct.
KAR 106-3-7 was created to codify what is commonly referred to as the “CPOST Handgun Qualification Course” referenced in K.S.A. 74-5607(e). This is the same qualification course that has been around and utilized by agencies for the last 18+ years, so nothing about the course of fire has changed, it is just codified in a KAR now.
